Public consultation sessions scheduled for input on Toronto's vehicle-for-hire regulations

The City of Toronto is inviting residents and industry members to share their views on vehicle-for-hire regulations at a series of public meetings that start on September 17.

The bylaw for the licensing of vehicles-for-hire (Chapter 546) regulates taxicabs, limousines and private transportation companies (PTCs) such as Uber and Lyft and their drivers. The bylaw came into effect in July 2016.

The City is undertaking a review of this bylaw, as well as responding to a number of outstanding directives from the Licensing and Standards Committee and City Council. The review will include:

  • how to proceed with an accessibility strategy, which will involve a review of existing accessible service in taxis, limos and PTC vehicles, understanding best practices from other jurisdictions and consulting with stakeholders and providers of accessible service
  • a congestion management study to understand the impact the ground transportation industry has had on transportation within the city since the introduction of the bylaw for vehicles-for-hire in 2016
  • procuring a third-party consultant to study the economic and social changes since the introduction of the bylaw for vehicles-for-hire in 2016, and
  • recommendations for addressing any new and/or outstanding issues.
As noted below, eight of the consultation sessions will focus on a specific topic, while the September 26 meeting will be a general consultation on taxis, limousines and PTC vehicles. The schedule is as follows:

Topic: Accessibility Metro Hall, Room 308/309 55 John St. Thursday, September 20, 6:30 to 8:30 pm

Topic: Brokerages, fleets and garages Metro Hall, Room 308/309 55 John St. Monday, September 24, 6 to 8 p.m.

Topic: Standard taxi owners licence North York Civic Centre, Council Chamber 5100 Yonge St. Tuesday, September 25, 2 to 4 p.m.

Topic: General consultation on taxis, limousines and PTC vehicles  Metro Hall, Room 310 55 John St. Wednesday, September 26, 6:30 to 8:30 p.m.

Topic: Limousines Toronto City Hall, Committee Room 1 100 Queen St. W. Monday, October 1, 4:30 to 6:30 p.m.
